The City Administrator/Treasurer works closely with the Mayor, is an adviser to the City Council, is the Chief Financial Officer of the City, and oversees the daily operations of City staff. 2018 Annual Budget
The Annual Budgets are provided in the link above for each of the City's nine funds. What is the Budget Process? Each year, the budget process begins with an audit review of the previous year, usually around April or May. Department Heads and Council Members then begin reviewing the City's Capital Improvement Plans for the upcoming year and discussing modifications. Next, the Finance Committee, in conjunction with the City's Common Council, sets budgetary goals for the upcoming year. During the months of August through October, Oversight Committee meetings are held to consider the proposed capital improvement and outlay requests to include in the upcoming annual budget as well as operational requests. From October through early November, the City's Finance Committee then meets to review all Departmental and Fund requests and to make any adjustments necessary to meet the financial goals of the City. At the end of November or early December, the City Council then holds a public hearing on the proposed budget, adopts the budget and sets the City's Tax Levy and Mill Rate for taxation purposes. The City's annual budgets coincide with the calendar year. Following the end of the fiscal year (December 31st), the year is "closed out" and preparations are made for the annual audit. The annual audit, which is contracted out to a third-party accounting firm, usually occurs near the end of February or beginning of March. Once completed, the process begins all over for the next year with a review of the previous year's goals and annual audit information. |
